Steve Baldwin, President and Chief Executive Officer, has a proven track record of building successful IT companies throughout his 30 year career in the technology and federal government IT industry. Most recently, Steve served as President & CEO of Apptis, Inc. where he was instrumental in the company's growth from 18 to over 1,600 employees in a ten year timeframe through strategic acquisitions and organic expansion. Under his leadership, Apptis garnered substantial market share within the civil, healthcare and defense/national security segments and was recognized as one of the Top 100 Federal Contractors in 2005. Prior to Apptis, Steve was a partner of Concept Automation Inc., a Federal Integrator, and a General Manager at BTG, a publicly held federal integrator. At BTG, Steve led the largest division, Technology Systems, driving revenue from $190 million to $450 million within two years.
Brian Nightingale, Executive Vice President, has over 20 years experience in the federal and commercial information technology marketplaces. Brian previously served as a partner and Senior Vice President of Diamondback Partners and as a co-founder and Senior Vice President of business operations for Apptis, Inc. At Apptis, Brian managed the rapid expansion of the product division through a cutting edge approach to outsourcing and product fulfillment activities. Brian also was responsible for the marketing, branding and external outreach campaigns for the company. Prior to joining Apptis in 1998, Brian was a Senior Program Director for Concept Automation, Inc. (CAI), where he managed two of CAI’s most profitable contracts: the Department of Education and the Government Account Office. After the sale of CAI to BTG, Inc., Brian assumed the role of Vice President of Civilian Sales for BTG’s Technology Systems Division, helping to generate over $450 million in revenue.
Scott Reynolds, Executive Vice President, brings 30 years of experience to Qbase, in a wide variety of areas primarily in the federal government information technology space. Previously, Scott served as a co-founder of Apptis, Inc., working with the executive team that grew the company from $7 million in revenues to $780 million in revenues over a period of ten years. While at Apptis, Scott held the position of President and General Manager of Apptis’s National Security Sector and was instrumental in building the company’s market segments within the Department of Homeland Security, Department of State and Department of Justice. Before working for Apptis, Scott held leadership positions at IBM, Concept Automation, Inc. and defense contractor BTG, Inc. where he served as Vice President of Defense Programs. Scott holds a Bachelor’s degree in Finance and Marketing from the University of Maryland.
Steve Schlosser, Executive Vice President, brings over 45 years of experience in federal government business to Qbase. As a co-founder of Apptis, Inc., Steve was responsible for defense and civilian healthcare information technology services, customer service operations and acquisition strategies. Prior to Apptis, Steve served in leadership roles at BTG, Inc., Prospective Computer Analysts (PCA), ManTech International Corporation, and RCA. Steve is a Registered Professional Engineer who holds BSEE, MSEE, and Electrical Engineering degrees from the Massachusetts Institute of Technology. He brings significant experience and expertise in engineering design and development, proposal strategy, quality management, business operations, and business development to Qbase.
Gary M. Sofo, Executive Vice President has over 25 years of corporate experience including executive management, program management, and commercial technology. Gary brings Qbase a blend of public and private sector experience, along with entrepreneurial skills. Prior to joining Qbase, Gary was a SVP within SAIC’s Health Solutions and provided healthcare informatics, system development services and life sciences support to federal agencies, including the VA, HHS, DHS, and the Army. In his last position at SAIC he had two roles, as the Health Solutions Director of Business Development and as Operations Manager for Emerging Markets. Prior to SAIC, Gary was President of Professional Services at Apptis where he executed a growth strategy that increased revenues from $10 to over $270 million during his tenure. Before arriving at Apptis, Gary co-founded Apptus, an Applications Infrastructure Service Provider. He also spent six years at BTG (now L3 Communications) as VP of Federal Civilian Operations. Gary also had a distinguished public career, spending eight years as the Assistant Director and Deputy CIO for the U.S. Senate Computer Center. Gary, an honors graduate from the University of Rochester in Economics and International Relations, also earned his MBA from the Darden School of Business of the University of Virginia.

Erin-Michael Gill, Executive Vice President of the Qbase Technologies team,

leads all business aspects related to Qbase products and intellectual property including product creation, design, development, marketing, financing, IP strategy and protection, and sales. Prior to joining Qbase, Erin-Michael was the Managing Director and Chief Intellectual Property Officer at MDB Capital Group where he advised both companies and investors on complex IP and strategy issues. Prior to MDB Capital, he held executive leadership positions at technology companies performing a breadth of functions including product/IP strategy, product management and development, corporate development, and business development. As a recognized expert in technology and intellectual property, Erin-Michael is regularly featured in business and tech media including Bloomberg, BusinessWeek, CNN/Fortune, and others. He is also a current, appointed advisor for the Obama administration, providing detailed technical advice and policy recommendations on issues of IP and international trade.

Scott Lightner, a founder and Chief Technology Officer, has over 20 years of experience developing data intensive software products and solutions. As CTO, Scott directs product innovation for both the MetaCarta and Qbase product lines and provides client driven solution development. During 13 years at the global information provider, LexisNexis, Scott led the design, development and operational deployment of several search, data mining and entity linking products. These products included billions of records of data from tens of thousands of data sources and provided sub-second response time to complex search and entity linking requests. Scott specializes in the design of fault-tolerant hardware and software solutions to address the most challenging data intensive problems. These solutions include massively scalable geospatial image processing, data discovery and profiling, fusion and exploitation of sensor data for situational awareness and a High Throughput Computing (HTC) platform.
Franz Weckesser, Chief Architect, brings 25 years of system engineering experience from Microsoft, LexisNexis, and Reynolds & Reynolds. Franz was a lead developer in the initial release of LexisNexis entity search and verification products on the web exposing thousands of data sources. He co-developed and managed the data mining search engine hosting billions of records. Notably, Franzr is renowned in the complex data management, search and retrieval domain and has two registered patents for the development of Associated Text Search and Retrieval Systems. He has also worked extensively on automated data fabrication and enhancement systems for domestic and international data. He currently works with federal government and agency customers. Franz is now focusing his efforts on large scale entity extraction, data fusion and geospatial processing.
Tom Shoup, Senior Vice President, served the U.S. Air Force in engineering and executive roles for more than 20 years before taking leadership positions in public and private firms focusing on engineering services, healthcare information technology research and medical devices. Tom was President and Chief Operating Officer for CAD CAM Inc., Chief of Staff and Vice President of operations for iCad, Inc., and Chief Operating Officer for CADx Medical Systems, where he managed operations for research and development, clinical trials, manufacturing and regulatory affairs. While at CADx, he played a key role in the development of cognitive detection products for breast, lung and colon cancer.
Louis Grever, Senior Vice President,served as a Special Agent in the Federal Bureau of Investigation (FBI) for more than 24 years and retired as the Executive Assistant Director responsible for the Science and Technology Branch. Louis managed the entire FBI S&T portfolio which consisted of more than 8,000 staff members and executed an annual operating budget of approximately $1.4B. He is well known and highly respected within the Intelligence, law enforcement, homeland security, and defense communities and has been recognized for forging strong and productive relationships with partners in both the U.S. and overseas. Louis has served as a member of the White House Committees on Homeland and National Security (CHNS), Technology (CoT), and Science (CoS), and the Director of National Intelligence's Science and Technology Advisory Committee (NIST-C.) He holds a Bachelor of Science degree in Police Administration and Management, a Master of Science degree in Computer Information Systems, and completed executive leadership programs at Northwestern's Kellogg School of Management.. He was recognized as a SES Presidential Meritorious Rank Award recipient in 2011 and was awarded the prestigious National Intelligence Distinguished Service Medal in 2012. Louis also serves on several corporate and advisory boards for both public and privately held companies. At Qbase, he is responsible for the origination and delivery of new and innovative Qbase products and services for government sector clients.
Paul Pressel, Senior Vice President, brings 25 years of experience managing, developing, and delivering large federal government IT and engineering contracts. Paul has managed programs for the Department of State, Department of Homeland Security (DHS), and for several entities in the law enforcement community, with significant expertise in identity management and credentialing. Paul has co-authored white papers on identity management and credentialing, as well as content management. Prior to joining Qbase, Paul was a Senior Vice President with QinetiQ North America. He was responsible for the company’s DHS accounts, managing over $200 million of annual business and 1,200 employees. Before his time at QinetiQ North America, Paul was a Vice President within the National Security business sector at Apptis. With Apptis, he managed accounts that delivered $120 million of business each year. Prior to Apptis, Paul was a co-founder of Contentra, Inc. where he was a senior executive supporting both commercial and government clients including the U.S. Navy, intelligence community accounts, Vignette, IBM, Blackboard, Morgan Stanley, Cathay Pacific, and Corporate Executive Board. Paul also led the acquisition of Contentra by North America Media Engines. Paul holds an MBA in Finance from Hood College, MA in Industrial Technology and a BS in Technology and Management from the University of Maryland.


Ken Tomaselli, Senior Vice President of Sales for Qbase, is responsible for driving Qbase product and services sales in the United States and International markets. He brings more than 25 years of software and IT industry experience to this role. He most recently served as Vice President of Public Sector at MetaCarta and was responsible for driving sales and business development across the US Federal, state, and local markets. Before joining MetaCarta and Qbase, Ken held various sales management positions with Veritas, Symantec, and 3PAR. Ken earned a bachelor's degree in Accounting from University of Maryland, Robert Smith School of Business.


Eric Wattermann, Vice President, Finance and Accounting, brings to the Qbase team over 20 years of professional financial management experience. Eric has worked with government product and service providers in the greater Dayton, OH area, and has managed all facets of reporting and internal controls for both private and public corporations. Eric has been responsible for the forecasting and tracking of a $500 million budget, and is currently the primary author of the Qbase rate pool structure, while managing the relationship with both the DCAA for reporting requirements and with Qbase's external auditor.

Caryn Alagno, Senior Vice President, Technologies Division, is responsible for all product-related communications and marketing activities, including commercialization, positioning and messaging as well as external communications with customers, stakeholders and influencers. Previously, Caryn served as an Executive Vice President at Edelman, the world’s largest public relations agency. There, she managed the Washington office’s Corporate Affairs Group, a 15-person team that provided message development, speechwriting, writing, competitive benchmarking, and executive visibility services to a wide array of clients. While at Edelman, Caryn created and served as co-lead of the firm’s Global Executive Positioning offering. This specialty practice provided platform development and visibility services for C-suite executives at a number of the agency’s largest clients. Prior to Edelman, Caryn served as policy advisor to the National Republican Congressional Committee, directed communications for U.S. Representative Ginny Brown- Waite (FL-05), and was an assistant press secretary to U.S. Senator James Inhofe (R-Okla). She is an award-winning speechwriter and a frequent lecturer on general strategic communications best practices and on the art of political and corporate positioning.
